How do I apply an edit to a source clip in my library? For example, I want to apply a zoom to the entire file so when I drop it onto my timeline and cut it up it's all the same size and I don't have to worry about individual cuts.

Open the clip in the source monitor. Go to effects control and alter the settings in the transform panel.

I don't see a clip selected on your timeline ... you need to have the clip selected on the timeline, then in the ECP, click on the Source tab.
