How to Control Where New Panels Open in Premiere Pro Productions?

I'm running into an issue with Premiere Pro, specifically productions, where new panels always open in seemingly random locations instead of where I'd like them to appear. Ideally, I'd like my projects to open within a specific section of my workspace or dock into an existing panel group, but Premiere doesn’t seem to follow any predictable behavior?

Is there any way to control where new panels open, or specify/direct a target panel?

I’ve tried saving and resetting my workspace, but this doesn’t seem to help with where new panels initially open. For example in the image I have all my projects of rushes, everytime I open it, I want it to open in the panel next to it, but instead it shoots to my other monitor covering my source monitor panel instead? 

Any tips or solutions would be greatly appreciated! Thanks!

UPDATE: I found a solution for this issue after much trial and error that seems to be working so far... 

1. Reset the workspace to the default 'editing' workspace. 
2. The project panel should default to the bottom left of the screen - right click on the project panel and click 'panel group settings > undock panel group' - this will undock all the panels in that group, drag this to the second monitor and use it as your basis for the second monitor - as premiere has already set this panel group as

UPDATE: I found a solution for this issue after much trial and error that seems to be working so far...

2. The project panel should default to the bottom left of the screen - right click on the project panel and click 'panel group settings > undock panel group' - this will undock all the panels in that group, drag this to the second monitor and use it as your basis for the second monitor - as premiere has already set this panel group as the default place projects open, you can then add the production window beside this. 

I was always doing the opposite before, opening the production panel first and dragging projects to sit next to it and hoping all subsequent projects would open in that spot, but now I know!
