How do I convert a wav that has been timed to 24fps to 23.98fps in Premiere? I've converted my video from 24 to 23.98 but I'm struggling to remember how to convert the wav to match.
I have tried adjusting the speed of the wav on a (24fps) timeline to 100.1% and it says the runtime will be the same as my 23.98 video but when I export it and bring the 23.98 wav onto my 23.98 timeline it is off by quite a lot of frames.

Personally I have found the speed effect to be less accurate than required for these sorts of tasks (using decimal point speeds). But if you do wish to try that, you actually want to go the other way: 24fps to 23.98fps means slowing down the playback (not speeding up). (The resulting clip will be longer in the timeline.) Try 99.9% speed.
I haven't found a great tool to do sound conforms like this, but Shutter Encoder can do it (using the "sound conversion" function and then under audio settings choosing 24fps to 23.98fps. (Note this is a resampling process). It would mean converting all your files before bringing them into Premiere Pro.
