How to create a glow effect similar to this

Hello. I have seen this cool looking glow effect that sort of disperses at the edges, and I was wondering if there was a way to recreate this in Premiere. Thanks.

Radial Blur...which Premiere doesn't have. But if you have After Effects, you can use Dynamic Link or Mogrt to add radial blur to your text.
