How to create a menu for multiple videoclips

Here's the situation...

I've been creating DVDs for friends and customers for years using Encore.  Encore's gone away, so I'm unable to use it (just switched to a new computer so won't be able to use the "old" installation I used to use).  But that's not the issue here...

I have a friend who has asked me to transfer a LOT of VHS tapes over to digital files.  I've never created this volume of videoclips for a single non-DVD job and am wondering how I can give ANY structure to .mp4 videos which range in duration from 30 seconds to a couple of hours!

The problems that I see are that I have no idea what platforms these will be played on, though I imagine that they'll go to Android and iOS phones and PC and Mac computers.  I don't know what player they'll be played on, so I have no idea how to build in chapter jump points that'll work on a computer AND on a cellphone.

I will do the work; I'm not looking for someone else to do it, but (bottom line) I would VERY much appreciate it if one of y'all could point me in the right direction to learn HOW to do this!
