How can I achieve an inner glow effect for a transparent image/video in premiere, similar to the layer effect in photoshop? If that's not possible, is it possible to use a clipping mask effect to get a gradient inside of a transparent video/image to achieve a similar effect?

you can use the Alpha Glow Effect and mask the outside. Or, if your trying to apply the inner glow to an image, open it in Photoshop and add the inner glow there. Then, import the psd into Premiere.
