How to create this type of chapters with premiere?

How can I create "chapters?" in Premiere? That is, there are times when I open a movie and it has gray marks on the timeline, if I press the keys that you see in the image I can skip to those parts of the video. How can I do the same in Premiere?

That's exactly what I was reading last night and for some reason it didn't come out. I'm doing something wrong, or maybe it's not that way. Surely someone knows how to do it.
What I tried was to put a marker above the timeline, then hit "chapter marker" and then export. But the marks are not seen in VLC player and Media Player Classic.

Dont think chapter markers will show in VLC or MCP.

They are designed to use in Encore.

Don't know if they are wrong, maybe incomplete.

As far as I know chapter markers are for Encore, but then again I could be wrong.

I have to admit I've never tried to create chapters markers...I sometimes create bookmarks in Vimeo, but they seem to be tied to their system.

It seems the subject is more complicated than I thought.
