How to fix Warped Video From VHS?

How can this be fixed? Back in the 2000's there was an ATI Capture card that came with "VideoSoap" software that fixed this, but that is no longer made.

Is there a way to fix VHS footage that warps?

This is something WS cannot fix.

WS is designed to correct hand held footage but this is baked in into the entire frame.
