I had to redo my OS and reinstall Premiere.
Now when I cut a clip it selects an arbitrary place near my now marker to cut rather than cut at my now marker vertical line.
How do I get it to magnetically cut precisely at my now time marker or current time marker? (not sure what it is called)
Thanks in advance for any help on this.
There are two settings for Snap
1. left top corner timeline
2. Preferences > Timeline >

The playhead or "CTI" (current time indicator) is always at the begining of the the next frame. If your timeline is really zoomed in, you can even see a little blue bar to the right of it showing that next frame space on the timeline.
So to cut at the end of a clip, you always need to jump to the last frame of the clip ... or go to the next clip, then back up one clip, to cut.
And there is a keyboard short for going to the last frame of a clip ... which means the playhead is before the last frame.

I am not able to get the same behavior out of the razor tool to snap.
Before, if I would hover over the timeline, as long as I was relatively close to the playhead (CTI) it would snap and cut and allow me to cut where the payhead was.
I would pause the playback where I wanted to cut and the razor would cut/snap and the cut was at the playhead..
Now it seems to have no cut/snap to the playhead.
It almost never cuts at the precice time of the playhead.
Any further help on this would be much appreciated.
