I just updated to Premiere 2025 and it appears I'm stuck with the tiny GUI font again; AdobeCleanFontSize has disappeared. How do I increase the font size now? I've looked through the preferences, but no joy. Thanks.

You can increase the font size in the Project panel by clicking the context menu and setting Font Size to Large or Extra Large.

That is not really a solution, it only increases the font size in the Project Panel.
Most users want the entire UI in a larger font.
Project panel isn't the same as UI.
