Hi, I have been watching a lot of gaming videos and they all include this follow animation. I do not know how to do it. Please help me

The video you have linked shows how to do it (tracking in Premiere), which somewhat leads me to believe you made the video and are trying to showcase it here? Unless there is something that you're not explaining or something

This isn't a forum on teaching techniques, there are about a million videos on YouTube on "tracking" "motion tracking" or "object tracking". Look them up maybe? After Effects is better at this job for sure.
