How to open two project panels for pancake timeline editing??

Hello people who know more than me--first time using "pancake" method (working with two timelines). In a tutorial video I've seen (see attached screenshot) they have two Program panels open, to match the two timelines in the Timeline panel.  How do I set this up? 

Please let me know if my question isn't clear, and thank you in advance.

 

FYI the screenshot is from a 2017 video.

You can have but one Program monitor. The monitor on the left is the Reference monitor.
