How to remove harmonic distortion in Premiere Pro?

I am having some flickering in my video which is called harmonic distortion technically.

Can anyone tell me whether it is possible to fix this in Premiere Pro or not and how if the answer is yes.

You might consult with an AfterEffects specialist.  Can do some pretty amazing things...  Had a client last year how thought she looked too fat...  An AE expert was able to fix it...    Don't know what Ann's expertise in AE is, but she's rarely wrong on things in Premiere...
