Want to make video clip in old RGB monitor style with typical lines.

Is there any suitable filter or plug in matching Premiere Pro available?

Foud it only for still picture editing in GIMP, attached example.

Here's a reasonable tutorial.

Basically, add the grid filter to your clip, use add mode. Chose size from width and height, and make the vertical lines go away by adjusting width and anchor (4000 and 0 worked for 4K footage for me). Then play with the width and colour of the lines. You can animate the lines by keying the anchor back and forth.

Add noise, distortion and colour adjustments to taste.
