How to specify where I am

I live in the UK and whenever I use the HELP in Premier Pro it goes to a page on the internet then a pop up asks if I wouldn't prefer the UK site. Is there a way of getting Premier Pro to go stright to the UK site?

Sorry for the delayed response. Yes, everything that I can set to the UK, language, location, etc. is set to the UK and UK English.
