I can't create text layers

Hello, I'm working in premiere pro 23.1 on an M1 Max Mac Studio.

 

When I hit Command-T to create a new text layer, the graphics and title tab at the top of the screen flashes, but no text layer is created.

 

If I press T my mouse icon changes to the text tool, but when I click on the program monitor to create a new text layer nothing happens.

 

If I click and drag with the text tool on the program monitor, it creates the red text box, but no text appears once I start typing.

 

This is one of many bugs I've run into since upgrading to the Mac Studio. Any insight would be wonderful.
