Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

what do you think?

It sounds like your video is using a codec (compression) that Adobe does not support. You can use another program like Handbrake (https://handbrake.fr/) to convert the video into a more standard codec that is supported in Premiere.

When you say you "used exported video from premier and still not working", does that mean video you previously exported from Premiere Pro does not import either?
Are you able to open the video in any other application outside of Premiere?
Did Handbrake have a problem opening the video?

"Are you able to open the video in any other application outside of Premiere?"
---------------
sure... it is standard mp4. so anything opens it including upload to youtube.

Did Handbrake have a problem opening the video?
------------

It sounds like any video file can longer be opened in Premiere.
Have you tried removing Premiere and reinstalling?

What (project files, cache, media, etc.) is stored on each drive?
You may be low enough on free space in one or more drives to cause problems.
