There's your problem. You cannot install the newest version of Premiere Pro at all on Windows 7. It REQUIRES Windows 10, version 1803 or later, to even run Premiere Pro 2019 at all.

First, what are the hardware specs (all of the major pieces of hardware - CPU, GPU, RAM and storage, not just a general spec) of your system?

If your system is more than about eight years old, you may not be able to even install Premiere Pro 2019 into your PC even if you could download it. In fact, Adobe now strongly recommends a PC with a 6th-Generation or newer Intel CPU, or its AMD Ryzen equivalent, in order to run PPro 2019.

If on the other hand your system is relatively new (CPU platform-wise), then try signing out of the Creative Cloud, restart your system, then sign back into Creative Cloud. Then you should be able to update the Creative Cloud Desktop app, which will then start showing all the newest updates that are compatible with your platform.
