I cant watch my video

I have a very simple problem but how do I solve it? I'm watching the video in a great way without putting it on the premiere pro, but when I put it on the program and press play, the image returns to the old arcade games, how do I solve it like a 4bit video flowing frame by frame? When I hit the pause button, it goes back to how it was 😄 it's amazing.

Premiere Pro recommends 16 GB RAM for HD:

Delete the Media Cache and Media Cache files:
https://community.adobe.com/t5/premiere-pro/faq-how-to-clear-your-media-cache-in-30-seconds-in-premi...
Then try pressing Enter to render the timeline and turn the red line above the timeline to green.

 

Also, try using proxies:
