I click on open and nothing happens. I have rebooted and ran an update and still no joy.
I have windows 11 and I use a dell laptop.
I would be very grateful for any advice.

No real clue from what you've said. Maybe try starting over. After you uninstall, use the cleaner and reboot before trying again. Uninstall Creative Cloud also...
Be sure to run the Adobe Cleaner after you uninstall the programs and before you re-install them:
