imported jpg image sequence can't change source settings

Imported jpg image sequence can't change source settings, frame rate stuck at 29.97fps. Why? Where's the simple 'change source settings' button? Or to be more precise, I do see 'source settings' but it's grayed out. Why, what's up?

Can you change what you want using sequence settings?

Before importing image sequences, set this option to the desired framerate.
