Imported Video Files are Distorted

Good morning,

I am having issues importing video files into Premiere Pro 2019 (Version 13.1.2) when viewed inside Premiere, the video comes in distorted, purple and green. I have tried updating Premiere, uninstalling and reinstalling fresh and still no luck. I have tried importing all types of files (.mp4, .mov, .wmv, 4K video, HD video) thinking it may have been a certain file type, unfortunately, they all look like the image below. The original source video files look fine.

Any thoughts? I have been having to use Premiere 2018 instead since the issue does not happen when I use that version.
