Insert an online video clip into the timeline

Is there any way to insert a video clip to the timeline, in which the video is an online video (let's say a Vimeo video)?
I think Track.insertClip() imports a file from the bin. Is it correct?

 

Or just download the Vimeo video first, and then import it to the bin, lastly insert the clip into the timeline using Track.insertClip()?

I think Premiere Pro can only import clips from your file system. Hence, as you suggested, most likely you have to download it first.
