I'm not a Premiere Pro user yet, but I need to know something before I buy the software:
I want to create youtube videos multilingual. The user should click on his national flag and then the subtitles should change to his national language. When the flag is clicked, the standard subtitle should be hidden and the new foreign subtitle should be displayed. Can I create the video with Premiere Pro or do I need After Effects? Or do I need any other software?

Premiere Pro and After Effects are great for creating and preparing video and audio assets, but do not support interactive authoring.
Do you know where your movies will be published?
You may find old After Effects tutorials on creating buttons for use in Adobe Encore, but that is all discontinued.
The choice of authoring software is usually determined by the interactive format that you are publishing to. For example, DVD authoring software would be used to author and publish a DVD. Or Adobe Animate would be used to author and publish a projector (kiosks are one use case for that).
"Wired" QuickTime movies used to support interactivity . There was a great application called Electrifier Pro to author them. Adobe Go Live had some support for them as well. Unfortunately, those have been discontinued for a long time.
