Install panel does not show install button

hello adobe comunity please help me i have a very annoying issue that i cant sold ,

when im trying to install adobe premiere pro cc by the setup exe ,it will not show me the instal buttun and i can not resize the window even with (sizer) application, notic:(i reyed on a nother laptop pc with the same file and it shows the install button wit no issue at all ) so please if there is a fix without formating my laptop

It's actually core i7 gen 10 ,16GB of ram , RTX260Ti , 144fps , but i have windows 10 (home)
