Iphone footage looks horrible after H.264 Export

Hi,

I have some iphone video that was shot at 1280x720 at 30 fps. It looks OK on the Premiere Pro timeline but, when I export it at H.264 it looks absolutely horrible (See picure below). 

Can this be caused by the low quality footage it is being shot and then being compressed when it exports?

When I shoot the footage at 1080x1920 evereything looks fine after export.
