How to apply custom framerate without touching bitrate of raw video ? 

 

Raw video 165 FPS
Bitrate = 429 Mb

I want to render in these settings, how do I do it ?

Or should I use after affect for this ?

Sequence need to match clip.

Only export (not render) with high framerate is H.265 300 fps and a bitrate of 240.

Is there a reason to export with such high framerate?

Since it is a racing video, it makes a little difference in terms of fluency. 

This can happen with the AfterCodecs - Autochroma plugin, but is it safe ?
