Lag with the motion effect when trying to drag the image with mouse or draging the numbers in motion effect, happens with transform effect too.

What's the polling rate on your mouse? I've seen issues where if your mouse's polling rate is too high (common on gaming mice) the interface can do this. Try lowering the polling rate to under 250 and see if that helps.

If the suggestion by Jeff Bugbee doesn't work, try this:
Delete the Media Cache and Media Cache files:

If that doesn't work, try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)
If that doesn't work, try creating a new project and import the old one into it.

The chat support from the company is at times ... spotty. One of the help supers that's "in here" several times a day suggests that ANYONE with a Premiere Pro issue going to either chat or phone help, on getting a live body respoding, IMMEDIATELY ask for the "Video Que".
As then you do get specific PrPro knowledeable folks, not the regular generalists.
But as Peru Bob says, you may well get better results here. There's a lot of us volunteers that between us have an amazing depth and breadth knowledge of just getting stuff done, as-is, with this app.
