Issue with Transform effect 4K

Trying to make a simple zoom/push through effect using transform however when I set the shudder angle to anything above 0 everything gets offset. When the camera zooms in it goes into the corner instead of the center of the frame. both my anchor point and frame position are where they should be so I'm not sure whats causing this janky mess. Is anyone else running into this issue?

I've had this issue before, and off the top of my head I can't remember what causes it (or what I thought caused it at least). I believe my method to fix was to nest the clip and then apply the transform effect to the nest.
