Keyboard Shortcuts Replace with Clip, from source Monitor

Keyboard Shortcuts: ' Replace with Clip, from source Monitor' will not save.  I can put this shortcut in a key, save it.  Close the project and reopen and the shortcut will not longer be on that key.  This is not a problem with other shortcut key changes.

Premiere Pro version 23.4.0
