This is not something that can be done well in Premiere Pro. The tools to 'motion track' a plane and add a logo to it are inside After Effects and there are several but complex ways to acheive this and beyond the scope of putting a full explanation here. There are also specific extra tools that you can buy for After Effects (Mocha Pro for example) to do this very well.
If you want to attempt this (and it's fairly complex if you don't know After Effects) I'd suggest doing an online search for 'after effects motion tracking' and follow some tutorials.
