Lagging constantly during playback

i am having a problem, my preview is rewinding a few frames and slower than the source, even updating to a newer version does not improve, same situation as this post https://community.adobe.com/t5/premiere-pro/lagging-constantly-during-playback/m-p/12225575#M360327

• What are your system details (OS, CPU, RAM, GPU)?
• What's the source of the media files? Also, share (codec/ format, frame rate, frame size)?
