Laggy play back

I am currently having a problem with my frames dropping in the "preview" (Program:, Source:, etc)
anything I run is just choppy as hell
Ill drop on a 700 frame video ( like 07.00 seconds or something) anywhere from 170 to 300 frames
It doesn't have to do with the quality of the video I've tried running different  formats and whatever eg . audio,gifs,images etc
I've been trying to get it to work since I bought adobe about 4 weeks ago
The quality doesn't change ether just frame drops
I tried even using some of the stock videos that came with Pr those didn't work ether

I feel like I have tried everything under the sun and cant find any info about this online

I don't believe it is a weak pc issue but I could be wrong my brother who uses Adobe professionally has a laptop that is lower spec than mine and has no issue but here are the specs 

Processor: AMD Ryzen 9 3900X 12-Core Processor 3.80 GHz

Ram: 32.0 GB

GPU: NVIDIA GeForce RTX 3080Ti

SSD: 1TB SeaGate FireCUDA i dont rember the model

 

I'm running it at 32 gb all the ram I can give

I've updated all drivers

I tried switching to NVIDIA Studio drivers instead of the "gaming" ones and that made the program barely run and didn't fix it
everything loads and runs smoothly with little to no delay except the frame drops

I have tried making proxies and rendering in and out

I've tried running it on lower quality 1/4 1/2 etc

I've reset my pc 100+ times at this point

I've uninstalled Pr and reinstalled it 3 times now

I've tried running older versions (I also tried running Pr Rush which i know is a different program. It had the same issue)

I've shut off effects (even though there where none running )

I tried disabling anti virus vpns etc nothing changed anything

I've tried moving file locations

I apologize if the way I wrote this is poor, but I'm very tired and just don't care at this point I'm looking for any input thanks .

Seems you missed this one trick, often unknown for newcomers, but it exists for ages:

try to go Preferences > Audio Hardware > Default Input => and select "No Input"
