I can see that the legacy titles have been removed (a silly decision as the new titles are MUCH more difficult to use for simple things like a slate) - but what about the "upgrade legacy titles" tool ? Was that also removed?
For whatever reason my "Upgrade to Source Graphic" is greyed out on the graphics menu and there are no other options or popups for "upgrade legacy titles" and none of my titles work any longer as of v23.1 Build 86

I saw your post in the Beta forum first and responded there. But this is probably the better place, so I am pasting it here.
I did not test this in 23.0.0, but I can confirm that in 23.1.0, the global commands Upgrade Legacy Title and Upgrade All Legacy Titles through both keyboard shortcuts and through the top Graphics menu are gone.
The command "Upgrade to Source Graphic" is there, but I cannot find any way to get it to act on unconverted legacy titles.
The problem situation would be one in which you have legacy titles but none are in sequences. If you have at least one legacy title in a sequence you get an alert that all titles (in the project) will be converted (and they are - not just the one or more that are in sequences).
Are there other ways to get legacy titles into a current project?

If I understand you correctly, I could not agree more strongly. The loss of the simple to use and robust Legacy Titles for a Premier Pro user like myself - using the software for both family and simple professional editing - has been a disaster. I have something like 50 premier pro videos from the past. Using the 2023 version to open any of them, turns all the text graphics in them to gobblygook. Putting this right takes an age. For me Essentail Graphics and now the refusal to let you download the last 2021 version with still had Legacy Titlesd, has been an unmitigated disaster. I still do not know what to do about it. I fear though, it may mean I will not be able to continue making the professional videos I have been producing now, for over 50 years. David Mills. London

I feel your pain, but I don't think any of us think they will come back.
a) Contact support/chat and explain why you need 2021. They may provide a link to it. The reason is not that you want to keep working with legacy titles forever, but that you need it to carry your previous work forward. I.e. the convertor is not doing a good enough job.
b) Troubleshoot why the conversion is not working and/or try to fix the issue in the previous version. Whether we can help you with that depends on what is going wrong.

Desperate for your help.
As you suggested, I wrote the following and submitted it to Adobe customer
services, to try to get a link to the 2021 Premier Pro version, which was
removed from my computer when the 2023 Version came out a little while ago.
I am an 80-year-old London television producer running a small, independent
television production company. I have been using first Premier and now
Premier Pro for over 25 years.
I am writing to see if I can get a link to the 2021 version of Premier Pro,
which still has Legacy Titles.
This is because we have a big and, for us, commercially important archive of
numerous Premier Pro projects which we regularly need to re-visit and
re-edit. It includes projects providing viewing clips of our documentary
footage and others put together to aid the commissioning of projects we are
still pursuing. By their nature, they all include a large number of
simple text graphics.
Although the Essential Graphics conversion of Legacy Titles is now much
better than it used to be, we still find that on opening these projects, we
need to check every graphic and often, if not almost always, find we need to
adjust them slightly, to maintain the quality of the original. This is,
of course, extremely time consuming.
On a personal note - I have myself over the years, edited some 50 premier
and premier pro projects, each covering a year of our family video archive.
On occasions, other family members send me footage which needs to be added.
Unfortunately, the numerous text titles and dates in these projects, all of
which need to be checked and usually adjusted, after conversion, makes
re-editing them, once again, extremely time consuming.
I do hope, in the circumstances, you will feel able to give me a link to the
2021 version, to enable us to continue adjust these projects, simply and
easily. This would be a huge relief for us.

Thank you for your patience. Apologies for the inconvenience caused, the
version you are seeking is not available as it is obsolete as Adobe support
N and N-1 2023 and 2022

no longer available to download from Creative Cloud now. I am sure our

I followed the link but at 80, keeping up with technology is becoming an
ever greater struggle, and I found everything the link took me to,
incomprehensible.
Can you suggest anyone I might be able to email, who might be able to
provide a link to the 2021 version of Premier Pro? I had a perfectly
functioning one myself, until a few weeks ago. Hopefully, somewhere,
someone will still have one, and might be able to help me. I am getting a
bit desperate.

A link to 2021 is no longer available anywhere and if Adobe is reluctant to give one I am afraid you are out of luck.
At first, I did not like the new graphics panel but now I would no even considering going back to the Legacy titler even if I had the opportunity. The new panel is more versatile, properties are keyframable. Only thing it's lacking is horizontal scroll and making text along a path.

Not available any more. You'll need an older version. They were in Legacy mode for quite some time, and they were eventually removed.

I tried to find legacy titles in Premiere Pro 23.6.7 but it is missing!

They are simply gonna be gone, period, so not sure why anyone is still using them. And yes, if you've got a lot of them, still in use, I know the pain of making all new stuff.
If I recall correctly, the Legacy Titler disamapeared during the transition from the 22.x to th 23.x series, though others would know the exact build. I'm not sure it was available in the 23.x builds.
But the Legacy Titler and the Obsolete effects are all gone now across all builds. And certainly won't be in the 25.x series. Which I'm expecting to show up in the public beta soon, as we haven't had an update to the Pr or Ae public betas in over a week now.
And with MAX 2024 coming in October, which will probably be the release for the 25.x build as always, the public beta needs to be out a couple months afore that time. So .... given past practice, 25.x beta ships pretty soon now.
