Can anyone help in to low bitrate issue which recently we observed in premiere eg. bitrate is coming under 27 Mbps even after 30 Mbps setting incorporated in premiere19

The key here is you have set a 'target' bitrate of 30Mbps. Encoders will aim to be near that data rate.
The amount between what you are getting (26.9) and your target of 30 would likely show no visual difference.
I notice that your source files original datarate is only 15.2Mbps (Avg) and variable bitrate and you've almost doubled the datarate and switched to 'constant'.
Is there a reason you wanted to use 30Mbps at a 'constant' datarate over the original file (15.2Mbps variable bitrate)?

In order to match client specifications we would require constant 30 Mbps bitrate.
is there any settings that we can incorporate to do so please let us know.
