Lower half of video missing in premiere pro or black please halp me

Hello i am facing an issue in premiere pro is in my video the lower half of video is missing or became i don't know why this is happening even when i render it same problem is happened and also after exporting the half of video is not showing or black so i reset all preference in premiere and reset workspace but they still didn't work so i delete premiere pro and download again but they didn't work than i format my pc but still it didn't work i am tired to find and resolve this issue please help me

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

Delete the Media Cache and Media Cache files:

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)

If that doesn't work, try creating a new project and import the old one into it.
