Lumetri is an 'effect'. It has to be applied to a clip for it to appear in the Effects Controls panel.
Open the Lumetri panel by selecting Lumetri Color from your 'window' menu.
As soon as you make an adjustment inside the Lumetri panel to a selected clip in your sequence the Lumetri 'effect controls' will appear in your Effects Controls panel ... but it's easier to make changes in the Lumetri panel directly.
Also your screen shot shows you currently in the 'Graphics' workspace in Premiere Pro

Also your screen shot shows you currently in the 'Graphics' workspace in Premiere Pro - you can also switch to the 'Color' workspace instead to activate the Lumetri panel. Click on 'Color' tab at the top of the Premiere Pro window

Lumetri Color Panel also shows when you open the Color workspace. And the handy part about working with the Lumetri effect as a panel is you don't have to apply it to any clip manually ... if the clip is selected in a timeline, any 'touch' of the Lumetri controls applies the effect to the clip with the controls as you're working them.
