I am unsure if this behavior is a bug or normal, so I haven't reported it yet. We have noticed an issue with the Lumetri Color creative tab. When using LUTs, the same LUT applied on a different machine differs based on its position in the list rather than its name. For instance, on Computer A, the fourth LUT in the dropdown menu is selected. However, on Computer B, which has custom LUTs installed, the same project opens with the fourth LUT still selected, but it corresponds to a different LUT due to its position in the list (now 10th). Shouldn't Lumetri apply the LUTs based on their names instead of their order in the list? I'm wondering if this is a bug.

Where have you installed your LUTs? Check out this article. https://community.adobe.com/t5/premiere-pro-discussions/faq-premiere-pro-lumetri-color-custom-lut-di... Are the LUTs installed in the proper place or no? Let us know.
Thanks,
Kevin

As Kevin's link will state, this occurs any time any user puts their own LUTs into the Premiere Pro Lumetri LUTs folders! (As those folders do apply LUTs by relative location in the folder, not name.)
Do not do that ... store them in the locations as specified in Kevin's link, and all will be fine.
The LUTs will be seen and accessed by name if done correctly. And will show in the list of LUTs in either the Input (Basic tab) or Creative LUT slots.

Hi @Kevin-Monahan @R Neil Haugen
Thank you for your responses. I marked this as a potential bug because, after reading the article here, I can confirm that I installed all LUTs following the specifications provided in Looks and LUTs (adobe.com). The installation path I used was:
/Users/<user_name>/Library/Application Support/Adobe/Common/LUTs/Creative
I'm not sure if someone else has encountered this issue or if they can reproduce it, but I followed the steps in the article exactly as instructed.
Any insights or suggestions would be greatly appreciated. Maybe I made a mistake somewhere along the way, but I want to make sure I followed the process correctly.
Thanks again for your help.

That shouldn't happen using that location.
On both computers, reset Prefs and dump all cache files with the project closed. Then reopen the projects, and see if it continues.
If so, we may need to get a staffer involved.
I've run across three computers, using the Program Files/Adobe/Common/LUTs/(Technical/Creative/Input) folder location, without ever a glitch.
As ... that should work. Again, if it doesn't after a cache clear and Prefs reset, post back, we'll try to get a staffer involved or someone else to help.

Thanks @R Neil Haugen I'll get back to you somewhere later this week after running the tests.
