You need to include more details as to your hardware and the media in order to actually get past guessing.
OS ... Win 10, 11, and which build if Win11, there's been some lulu's there ... which specific Intel CPU, as there are massive differnces between them .... the media, what produced it, the framerate/size (other than it's mp4, likely a nasty long-GOP thing) ... and any other effects used. They type and connection of discs used for OS, cache, and project and media files is also useful at times.

Something like this was just fixed recently, but that may have entailed an adjustment layer. Look in the Premiere Beta forum for a similar post.

Yes this occurs for me too--any adjustment seemingly takes forever to process.
Specs:
Windows 10 Pro
i9-9900k
NVIDIA GeForce RTX 4070 Ti Super
64gb Ram
Premiere 25.1
Media is ProRes 422 on internal nvme m.2 ssd.

Have you tested on the beta build to see if the fix there works for you? That would be very useful.
