I edit videos for a mobile news app. When I send to my boss and he opens up the project on his computer we get a red screen that says media offline and no usable video content. Does anyone have any advice or suggestions on how to work around this.

Could you share what workflow you are using for sharing the project? If you haven’t used the Project Manager to collect files, please try using that and let us know how it goes. To use the project manager, go to File > Project Manager > Collect Files and Copy to New Location and share the output file with your team.

Whatever process works. We don't know what you mean by "sending" the data. Is he working in the same building on a network server system? Or "out there" somewhere?
Whether copying them to his computer, using the network storage system for both to access them, Dropbox or other similar services such a LucidLink's most incredible process ... there's a number of ways to share files.
But we don't know your setup. Where you and your boss are, how connected/disconnected you are.

Does your boss continue editing the project or is your boss just providing feedback?
If your boss is continuing the edit, you'll need to organize your Premiere Pro projects in a way that makes it easy (or easy-ish) to send the Premiere Pro project file with all linked source footage. One way to do this is to create a folder for each project and then keep the Premiere Pro project file, all source footage, and all Scratch Files in that folder. You're then left with figuring out how to best send the entire folder.
If your boss is providing feedback, export a rough cut as H264 using Adobe Media Encoder. It's common to add a timecde window burn for precise timing for notes. Or better yet, FrameIO is included with the most recent version of Premiere Pro and is excellent for review and approval of video edits.
