Mercury Transmit refresh rate problem

Can't remember when it started, but since last year the playback on mercury transmit is choppy and I can see the refresh rate horizontal lines. This happens both in Premiere Pro and After Effects but not in Resolve Studio (and I don't have a deck link, the connection is the same, an HDMI).  This is only happens in the second screen with mercury transmit (even if I switch them), the main screen is fine. 

 

I have two monitors one 4k and the other 2.6k. Both Benq. A Nvidia GTX980ti / RYZEN 7 3800x. 

 

I've updated Adobe, Reinstalled . Went from Windows 10 to 11.. Tried changing refresh rates on the screens. Updated nvidia drivers. Can't solve this... would appreciate help because  I can't really use my preview monitor like this.

Yes.

V-sync is enabled for all applications in the Nvidia control panel.

No luck.

You have an new OS and old hardware. Did you update the GPU driver?

It was indeed the V-sync. I had it on for everything and still nothing. But
I changed it specifically for Premiere.exe to On (instead default of 3D
settings with V-sync On). I suppose it may be an Nvidia control panel or
Windows bug. As for drivers I had updated them before.
