Metadata and Timecode Burn-in effect missing in 23.2.0

I just went to make a window dub with timecode. The metadata and timecode burn-in effect is missing in the effects panel. Has it not been released out of beta yet?

LATEST

The Timecode effect can now be added at the Export stage (CTRL/CMD+M), under the Effects Tab. Metadata is also a separate tab.
