What's the minimum RAM you need in a Windows PC (i7) to edit a 4K video in Premiere Pro?

You'll need 32Gb for a good experience but other factors are equally important for hi-res editing:CPU, GPU and storage speed.

You can edit most variations of 4K H.264/265 just fine with 16 GB of RAM if your computer supports Nvenc or Quick Sync. Pro Res, BRAW and R3D files use much more data and will fill up the RAM more than H.264/265. The video below might be helpful.
