Modifying frame rate of clip without changing portion seen in sequence

A sequence AAF export isn't working in Avid when 59.94 clips are set to 24.00 fps, but going into Premiere Pro Modify Clip settings and selecting "Use Frame Rate from File: 59.9401" results in the wrong portion of the clip appearing in the sequence.  Is there a way to adjust the frame rate and still have the clip in & out points land on the same action prior to adjusting?
