Motion and Opacity are missing in some of the frames in one project in Premiere Pro

Hello! Could you please help me? I already tried everything and now you are only Hope for me! In one project in Premiere Pro the Motion and Opacity are missing in Effect control panel for some of the frames. Some of the frames have Motion and Opacity and some do not have and there are no explanation to understand the difference between one frames and others in the same project. For example, picture 1 and picture 2 have the same video and imported from one source (folder), but first doest not have Motion and Opacity and second has everything. 
Some of the frame have Motion, but do not have Opacity (picture 5).
I already reset to "saved Layout" and reset preferences and restart my computer several times, but did not help at all. The are many videos in one project that have this error. I also opened other previous projects and everything is ok with them. Only this has problem.

I saw your bug report. Thanks for the screenshots. Looks odd indeed! I am in support and not a developer, but I can try and offer a suggestion to try.

 

Press Shift and launch Premiere Pro. In the Reset Options dialog box, choose to reset preferences. Check the Effect Controls panel once more. Have the Motion parameters returned? Let us know.
