Moving a clip backward / forward by frames

There is a feature in another NLE system that allows the  in / out  of a clip to be be moved  backward / forward  a few frames  just by clicking on the  first / last  frame and tapping an arrow .to perform the function . Any such thing in Premiere pro CC ?
