.mp4 files not playing audio on Windows Media Player or opening on Android

When exporting files from PC Windows 11 (premiere 23.1),  using H264 AAC 4800 Stereo 320kbps, max render, max depth, the resulting .mp4 doens't play audio in Windows Media Player, it only works on VLC, and Android phones can't open the file (iphones work). When exporting from my mac, using the same standard export settings, it exports perfectly and I can listen on both PC media players, Iphone and Android.

It turns out that there is a problem with Premiere V23.1 and there is a known problem with H264 that they can't figure out.  I spoke with the support team and they told me to return to V23.0. All my exports work again.
