Need help replicating text for my video project

Hi everyone,

I would like recreate the style of the text displayed below so I can use it for my own video. I have tried to figure it out by myself but I haven't gotten any wiser. There also don't seem to be any tutorials addressing my issues with recreating this style of text.

The bottom text is slightly smaller than the upper text while being perfectly alligned with eachother. The lower background is narrower as well. Despite the background of the lower text being narrower it perfectly alligns with the upper background.

If anyone can help me out I would greatly appreciate it. Thank you!

Although you can achieve these type of effects in PPro as Jake has shown, usually After Effects is the program best suited for this type of work.
