I started trying to work on a new project last night, and it has just been fraught with screen freezes, lock ups during the middle of renders, weird artifacting in the source monitor playback, complete inability to relaunch the app without a complete PC shut down and restart - this has seriously added 2 hours to my day today..
Have yet to get an actual crash error or anything to go off of.

Just tried to uninstall the Premiere Pro app, where I could attempt redownloading and reinstalling it, and it's telling me its running even though it isn't.
Yet Another system shut down and reboot.

Kill Premiere Pro in Task Manager.
Then use the Cleaner Tool before reinstalling:

Delete the Media Cache and Media Cache files:

If that doesn't work,try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean install of the latest Studio Driver (NOT the Game Driver)
If that doesn't work, try creating a new project and import the old one into it.

I will try these. I begun the process to use the cleaning tool, and even with task manager I cannot kill the Premiere Pro process.
So I guess I'll do yet another reboot, try these preference clearing suggestions, and then try the cleaning tool afterwards.
So frustrating. Complete waste of a day of work fidgeting with this.
