No Export Captions or Transcript v22

I can't export captions or transcripts in V22.  Can't export as .prtranscript, .srt, text or .cvs.  The options are there and not grayed out but selecting any of these gets no action. Captions have been created but I need to send the transcript back to the presenter for accuracy check.  v15.4 this works without issue.

I am not getting this problem. I speculate that the popup dialogue is off screen or otherwise missing.

At least one user fixed this by changing a multi-display setup.
